III. Refs

·         10/7/04 REFS MUST BE PAID BEFORE THE START OF THE GAME.

·         If one ref shows up for a game he is to be paid a fee and a half.

·         Teams will pay for refs during playoffs. This includes finals.

 


 

 

IV. RULES OF COMPETITION:

Governed by the current High School Federation rules for basketball and the

Girls NCAA with the exception listed in this FACT SHEET.

 

*RULES 1-4, 1-5 & 1-22 IN THE NCAA BASKETBALL CHANGES FOR 1999-2000 WILL NOT BE

IN EFFECT IN BCBA.

 

1A. Eligibility: All ballplayers must play for their parish.

 

1B. Definition of a parish player:

- A player who lives in the parish.

- A player who goes to the parish school.

 

1C. Using the 1995-1996 Rosters as a base.

All players who played with a parish for the 1995-1996 season, MUST again play

for that parish.

 

EXCEPTION: If a player played for a different parish other than his or her own

parish because their parish did not have a basketball program or their parish

did not have a team in that division or their parish team had a full roster (12

or more parish players), they will be allowed to go back to their parish.

 

1D. No Waivers: PARs must inform the BCBA President of all non-parish players

before  roster deadline even if the sending Parish PAR agrees. The following

information is required:

-Name, address, phone, DOB, division and parish of Ballplayer.

-Reason for not playing with his/her parish.

 

The BCBA President will in turn meet with the ROSTER COMMITTEE & RULES COMMITTEE and present the letter of request for a decision. The BCBA President will send a letter of decision to both PARs involved within a week of the Rules Committee meeting.

 

6/30/98 - Red Shirt Rule no longer in effect. Any exception to rule 1A will be

handled through the Appeal Process. Please refer to Section VII. MISC. Paragraph #7.

 

New parishes entering BCBA will have their rosters checked to see if the players had played with another parish in prior seasons. PARs will be informed by the BCBA President of players in their parish playing with this new organization.

Failure of any parish to report new non-parish players to the BCBA President

will result in A PARISH SUSPENSION FOR ONE (1) YEAR.

 

2. GIRLS IN THE BOY’S PROGRAM:

ONLY IF THERE IS NO GIRLS PROGRAM!

            11/1/03 – FINGER NAILS MAY NOT BE LONGER THAN THE FINGERS.

 

3. THREE POINT GOAL:

6/30/98 - The 3 point shot will be in effect only in those gyms that have a 3

point line.

9/14/99 - The 3 point rule in NOT IN EFFECT in the SubNovice and GymRat

divisions.

 


 

4A. OFFICIAL SCORER:

The home team will designate an OFFICIAL SCORER at the start of each game.  Only the OFFICIAL SCORER and the one scorer from the visiting team are the only score keepers allowed at the score table. THE HOME TEAM IS THE OFFICIAL SCORER WHO HAS THE LAST WORD WITH THE REFS.

10/26/5 - REFS MUST SIGN AND PRINT THEIR NAME IN THE OFFICIAL SCORE BOOK.

 

4B. Last names and uniform numbers must be entered into the official score book

for each player.

 

4C. A set of rules must be at every score table

4D. 10/26/5: HOME TEAM AND OR HOST PARISH GYM MUST HAVE ALL PLAYERS SIGN IN

BEFORE EACH GAME. PLAYERS MUST SIGN & PRINT THIER NAME AND UNIFORM NUMBER

 

5. TIMEKEEPER:

The home team will designate an OFFICIAL TIMEKEEPER at the start of each game. A copy of the time and clock instruction must be at the score table. Time keeper must know how to use the clock. Official book must record  ref(s)’s name and or ref #.

 

6. GAME CLOCK:

In all games, the clock will stop on timeouts, held balls, fouls, and

substitutions.  During the last two (2) minutes of the fourth (4) quarter, as

well as overtime periods in their entirety, the clock will stop on all whistles.

 

10/26/5 - In the GIRLS DIVISIONS a 30 second clock will NOT be used. The 10

second backcourt rule will be used.

 

7. OVERTIME:

In all divisions, overtime periods will be THREE (3) MINUTES.

 

8. SUBSTITUTIONS:

Substitutions may enter the game at any whistle ONLY AFTER BEING BECKONED IN BY

AN OFFICIAL.

 

9. TIME OUTS:

6/30/98- In all divisions 3 FULL & 2-30 SECOND timeouts are allowed per team.

One FULL time out will be allotted to each team for each overtime period. Unused 30-second time outs may be carried over into overtime. Each FULL timeout will last for no longer than 60 seconds. The horn will go off after 45 seconds and teams must be ready to play at 60 seconds.

 

6/30/98 - A player/head coach may now orally or visually request a timeout.

You must indicate to the ref(s) if a FULL or 20-second time out is being used.

If not indicated, the ref(s) will not ask but just charge the team with a FULL

time out.

 


10. PRESSING RULE:

SUBNOVICE – SEE RULE #17

GYMRAT – SEE RULE #18

BLACK LINE ON TOP OF THE 3 PT. LINE INDICATES WHERE DEFENSE CAN START.

 

NOVICE, BANTAM, ROOKIE, INTERMEDIATE, CADET, TYRO and JUNIOR divisions;

15 point pressing rule. This includes no half court press.  Teams may start the

defense at the 3 pt. line sideline to sideline. SEE DIAGRAM BELOW.

The first violation will result in a team warning.

The second violation will result in the coach being assessed a technical foul.  Two technical fouls will NOT result in  ejection.

 

This rule holds true for all quarter-final playoffs. The Pressing rule will not

be in effect during semi-final and final playoffs. There will be no pressing

during the ALLSTAR game!!

11. INTENTIONAL FOULS:

An intentional foul committed anywhere on the court will be penalized with two

(2) free throws and possession of the ball.

 

12. FOULS:

  Five fouls put a player out of the game.

  Seven team fouls puts the opposing team in a ONE and ONE situation.

  Ten team fouls will award the opposing team two (2) Free Throws.

  A technical foul against a player will count as a personal and team foul.  A

  technical foul from the bench counts as a team foul. Two technical fouls

  called against a player or coach will result in  ejection from the game.

   NOTE: AN EJECTION CARRIES A TWO (2) GAME SUSPENSION.

 

13. CHOICE OF BASKET:

Home team has choice of bench. Warmups will take place at the basket at the opposite end of the court from the bench.

 

14. DUNKING:

Dunking will not be permitted before, during or at half time during any BCBA

contest.  The first violation will result in a technical foul. The second

violation will result in the player being ejected. This does not mean each

player will get a warning.  It means the team will be given a technical foul and the second violation by anyone on the team will result in that player being ejected.

 

15. COACHES:

A. There are only two (2) coaches allowed on a team bench. Head Coaches must be

at least 18 years of age. If a third coach does not move after a referee

request, the team will forfeit the contest. Coaches are responsible for the

conduct of their team as well as their fans.

B. 6/30/98 - Spectators are not allowed on the player's bench.

16. QUALITY RESTRICTIONS:

MEN’S BASKETBALL:

Freshmen and Junior Varsity High School ballplayers are allowed to play with

their correct BCBA division. If a Freshmen or JV age player is playing Varsity

ball and a Freshmen and JV team exists in their High School, the player will not be eligible to play BCBA basketball. Varsity players are only eligible for

Senior Division. This includes CHSAA “B”, non-CHSAA Private Schools and PSAL.

Freshman and sophomore varsity players where no J.V. or Freshman programs exist

may apply for exception status to participate in their own age division.

 

WOMEN’S BASKETBALL:

Women Freshmen in College if not playing college basketball, may play in the

BCBA Girls Junior Division providing they are within the age guideline.

 

17. SUBNOVICE:   Rules Committee Meeting 9/3/97

This division is truly an instructional division. The purpose of this division

is to use it as a teaching tool and for the youngsters to have fun. All players MUST participate.  There will be no playoffs or standings.

Every player must play a minimum of 6 minutes and or a ¼ of the game

A women’s basketball will be used.

No scorebook or scoreboard will be used. A player team book must be used to keep track of players playing time.

Each team will be permitted 5 time outs per game.

15 minute halves, clock does not stop during the last 2 minutes of the game.

Fouls;same as Rule IV, 12. Foul shots will be taken from dotted line.

Every foul in the front court will be a shooting foul

NO PRESSING (FULL or HALF COURT). Defense must stay behind the top of the key

extended.

Alternate possession.

No standings.

No playoffs or all-star games. There will be a Sub-Novice tournament near the

end of the season. The proceeds from this tournament will go to St. Jude’s

Children’s Hospital for research. DONATIONS WOULD BE GREATLY APPRECIATED!

MOST IMPORTANTLY;  THERE ARE NO LOSERS, EVERYONE IS A WINNER!

 

18. GYM-RAT DIVISION:

The rules for this division are the same as other divisions with the following

exceptions.

10-1-09 Defense must stay behind the top of the key extended until the fourth quarter.

FOURTH QUARTER: Pressing allowed by the loosing team at half court subject to the six point rule At the last two minutes, full court press allowed subject to six point rule.

 

9/20/01 -GYMRAT – Pressing Only allowed during last 2 minutes of the game

subject to 6 point pressing rule.

10/7/04 -  The offensive team must move forward to the basket, The 5 second rule

will be in effect and enforced.

 

BLACK LINE ON TOP OF THE 3 PT. LINE INDICATES WHERE DEFENSE CAN START.

 

Þ    A women’s basketball will be used.

Þ    Fouls; same as Rule IV, 12.

Þ    Foul shots will be taken from dotted line or Refs’ judgement.

Þ    THERE IS NO 3 POINT SHOOTING IN THIS DIVISION

Þ     PRESSING RULE 9/20/01: The last 2 minutes of the game, both teams will

play regular basketball with pressing allowed subject to the 6 point rule (see

10. Pressing Rule).

 

 

V. UNIFORMS:

 

1. CLOTHING: REFER TO THE HIGH SCHOOL BASKETBALL RULES BOOK and THE IAABO HAND

BOOK, RULE #3 SECTION #4.

Parish name must appear on front of Jersey. RULE MUST BE ENFORCED BY PARs,

COACHES AND REFS. Boys/Girls matching jerseys ‑ With legal numbers on front and back of shirts.

 

T-shirts under jerseys must be the same color as the primary color of the jersey or WHITE. White will be considered a neutral color.

 

Boys/Girls MUST HAVE matching shorts - Lycra/Spandex shorts may be worn beneath

the gym shorts.

 

A player’s shirt must be worn inside the pants and the pants shall be above the

hips and worn properly. A player not conforming to this uniform policy shall be

directed to leave the game.

 

NO JAMS; NO CUT OFF SWEATS or JEANS NO BERMUDA SHORTS!!!

           

Players who are not properly uniformed are not allowed to enter the game after

DECEMBER 1, 2010 . There are no exceptions.  Coaches, PARs or Referees will not

make any decisions in this matter. They will only enforce the rule.

A team violating the uniform rule  2 or more times, may be subject to

disciplinary action. This includes and is not limited to suspension of coach of

said team.

 

2. NUMBERS:

10/1/09 The legal number rule will be waived for the 2009-2010 season.

 

Only the following numbers are legal: 0 & 00, 1 to 5, 10 to 15, 20 to 25, 30 to

35, 40 to 45, 50 to 55.

10/1/99-  Numbers 1 and 2 were made legal this year.

 If an improperly numbered player enters the game, a technical foul will be

awarded before he/she can play.

If a number for a player is changed due to blood on his jersey, NO technical

foul will be awarded.

 

3. COLOR CONFLICT:

If both teams have uniform of the same color, the home team must change colors.

The above uniform rule will be suspended in this case.  TECHNICAL FOULS DO NOT

APPLY IN THIS CASE.

 

4. JEWELRY:

Jewelry of any kind is not allowed to be worn during the game. This includes

tape over earrings.

 

  VI. CONDUCT

 

1A. EXPULSION & SUSPENSION FOR COACHES:

Any COACH who is ejected from a BCBA contest for unsportsmanlike behavior will:

-           be automatically suspended for the next two games.

-           be fined $100 which must be paid before the suspension is over or

suspension will continue until fine is paid.

 

Any COACH who is ejected from a BCBA contest for unsportsmanlike behavior for

the 2nd time will:-    be automatically suspended for the balance of the season.

-           be fined $200 which must be paid within 2 weeks or his team will

forfeit all games played from the incident as well as any future games until the

fine is paid.

 

Failure to sit out the two game suspensions and pay the fines will result in

forfeiture of games for the team.

10-26-5 - 2 TECH FOULS CALLED ON THE COACH FOR PRESSING VIOLATION WILL NOT

RESULT IN EJECTION BUT CONTINUED FOUL SHOTS

 

1B. EXPULSION & SUSPENSION FOR PLAYERS:

Any PLAYER who is ejected from a BCBA contest for unsportsmanlike behavior will:

-           be automatically suspended for the next two games.

 

9/20/01 - Any PLAYER who is ejected from a BCBA contest for unsportsmanlike

behavior for the 2nd time will:

-           be automatically suspended for the balance of the season..

 

Failure to sit out the two game suspensions will result in forfeiture of games

for the team.

 

 2. PHYSICAL VIOLENCE:

Any act of violence committed before, during or after a BCBA game with or

without provocation, will result in a one year suspension.

 

3. CONDUCT OF FANS:

At a home game, the PAR or Senior Parish Official is responsible for the fans.

At an away game the Senior Parish Official is responsible for the fans. If the

Senior Parish Official refuses to accept the responsibility of its fans, the

Head Coach of the team will be held responsible.

 

If fans become unruly at a game, the ref will approach the Head Coach and ask

for the Senior Parish Official. If the Senior Parish Official is not available

or refuses to take the responsibility for the conduct of the fans, the ref will

inform the Head Coach that he or she is the Senior Parish Official of record. At this point the ref will give the Senior Parish Official a warning asking him to speak and control his fans. If the conduct persists, the ref will stop the game and assess a Technical Foul to the bench of the team with the unruly fans. If the unruly conduct of the fans still persists, the ref will be instructed by

BCBA to stop the game and BCBA will give a forfeit to the team with the unruly

fans. The parish will be required to pay the $100 forfeit fee as well as a $200

fine for unsportsmanlike conduct. These fines must be paid before the next

scheduled game for that team. Forfeits as well as forfeit fees will be given to

that team until fines are paid in full.

 

VII. MISC.

 

1. Birth Certificates:

Birth Certificates are required for ALL BALLPLAYERS. Copies of Green Cards and

Passports are acceptable.

 

2. FORFEITS:

10-1-9 FORFEIT TIME IS GAME TIME

Any waiver from that rule can only come from both PARs involved.

Any team who forfeits will be charged $100. A 2nd forfeit will result in $200

forfeit fee and the team being dropped from the remaining schedule.

 

3. TROPHIES:

1st and 2nd place individual trophy for each division.

1st and 2nd place parish trophy for each division.

Junie O'Brien Memorial MVP for each division.

 

4. Court Locations for Playoff and AllStars:

Providing the Host gym can accommodate the older division Playoffs and

AllStars, each gym will have a chance to host an event each year. Smaller gyms

will host the youngest division playoffs.  Attached is copy of court locations.

 

5. Schedule Changes: ALL CHANGE REQUESTS MUST GO TO THE BCBA EXECUTIVE DIRECTOR:

There will be no schedule changes except in the event of a parish function.  In

this case a letter must be sent to BCBA with $150 rescheduling fee no later than

5 days in advance, signed by the parish Moderator (or Pastor) and PAR.

 

Games will be canceled due to snow, only AT LEAGUE’S DISCRETION.  At which time

you can call BCBA and a message will be on the machine.

 

6. GYM CONDITIONS, SAFETY and SUPERVISION:

All gyms will be checked for proper conditions, safety and supervision.  Host

gyms must have a basic first aid kit available.  Each kit should contain a pair

of rubber gloves. Band-Aids and ice packs.

 

6A. OPEN WOUNDS AND BLOOD ON UNIFORMS:

Players are not allowed back in a game until the wound is covered or a bloody

jersey or shorts are removed.

 

 

7. REVIEW AND APPEALS COMMITTEE:

The BCBA Coordinator has the ability to make any and all decisions on any rule.

If a PAR is not satisfied with the decision of the Coordinator or Rules

Committee, they are encouraged to contact the REVIEW and APPEALS COMMITTEE. A

letter of Appeal must be addressed to the BCBA Coordinator and postmarked within

5 working days from the Coordinator’s decision. At this point the Coordinator

will meet with the Committee and the PAR appealing for a final decision.

 

Any appeal regarding playing for a parish other than the player’s pariah needs a

letter of appeal from the player’s parents to the BCBA Director. The letter must

be signed but the PAR of the parish the player wishes to leave. If the PAR

refuses to sign the letter, the letter must be signed by the parish Moderator or

Pastor. The letter must state the specific reasons for leaving their parish and

wishing to play for another parish. The PAR of the parish the player chooses to

play for must sign the letter after all others have signed off on the appeal.

 

 

8. STRUCTURE OF BCBA:

 

Rules Committee: appointed by the BCBA President and the BCBA Board of

Directors, Approved by majority vote of all the PARs, interpret and suggest

rules to the PARs. Majority vote by PARs accept rules suggested by Rules

Committee.

 

Roster Committee: Review all rosters. Highlighting problems and potential

problems.

 

 Executive Director: Enforces the rules and makes decisions based upon his

interpretation of  the rules.

 

Appeals Committee: will hear any appeals to the rules and decisions made by the

Director. PARs only may make appeals to the Appeals Committee. The Appeals

Committee will suggest to the Director any appeals they feel are valid.

 

THE FINAL DECISION ON ANY ISSUE WILL BE MADE BY THE PRESIDENT AND THE BCBA BOARD OF DIRECTORS!

 

 VIII. Protest:

In order for a protest to be valid the following procedure must be  followed and you had to attend the rule's interpretation clinic:

 

NOTE: No protest will be heard on any call involving a Ref's judgment.

Protests will only be considered if a Ref makes a call in violation of a league

rule or the Federation of High School Boys Basketball rules or the Girls NCAA

rules.

 

Since players will not be allowed to play if they are in violation of the

UNIFORM RULE, protests will ONLY be heard on uniforms or lack thereof, where

refs did not enforce the rule.

 

PROCEDURE:

1. A team protesting, must do so IMMEDIATELY following the protested call.

2. Protesting team must notify the Ref(s), who in turn will notify the opposing

coach.

3. Protesting team must have the Ref sign both scorebooks, stating the exact

reason for the protest.     

    Refs will also submit a report of all protests to BCBA.

4. A letter of protest must be received by the league office within 48 hours

after the conclusion of the protested game. The letter of protest must be accompanied by the following:

A - A photocopy of the score sheet where the Ref had signed and noting where

game was 

      protested.

            B - A $100 check/money order (payable to BCBA) will be refunded if

protest is approved and protesting team wins the protest.
